編按：香港電視早前再次向通訊事務管理局申請免費電視牌照，諮詢期至7月17日，港大學生會評議會時事委員會呼籲港大同學一人一信發表意見。

早前，香港電視網絡有限公司(「香港電視」)申領免費電視節目牌照不獲接納。政府以行政會議保密為由，拒絕披露詳細資料，僅表示「考慮一籃子因素」及「一時間引入三間免費電視台，可能會為市場帶來負面影響」，繼而否決有關申請。當中審批過程被質疑涉及黑箱作業，漠視程序公義，引起極大爭議。
兩個月前，香港電視再次申領本地免費電視牌照。通訊局於6月正式就是否向港視發牌，向公眾諮詢意見，諮詢期將至7月17日。去年10月，香港大學學生會曾發表聲明，敦促政府解釋何謂「一籃子」考慮因素，向公眾交代，以撇清假公濟私之嫌。如今，本會發起「一人一申述」行動，呼籲各位同學及市民積極發表意見。我們會在下列時間及地點收集大家簽妥的意見申述書，一併郵寄至通訊局：

HKTV is going to put in for free TV licence once again. The Communications Authority is collecting opinion statement from the public through post, fax and e-mail from now until 17 July.
HKUSU is therefore, initiating a "One Citizen, One Statement" movement, which allows students and the general public to show their stance in its application. We are collecting opinion statements at the following time and venue, and will subsequently mail them to the Communications Authority.
